It’s also about the integrity of data at every level. For Elvina Bayramova, a certified cost engineer and founder of Vina Project Advisory, this includes the invisible systems that govern billions in taxpayer-funded infrastructure projects.
With firsthand consulting experience on multibillion programs at Los Angeles World Airports (LAWA), Bayramova is on a mission to fortify America’s infrastructure from the inside out by embedding cost transparency, data accuracy, and auditability into every phase of project execution.
Her work may not involve threat detection in the traditional sense, but it exemplifies the crucial intersection of cost engineering, financial integrity, and cybersecurity in public infrastructure.
A: That’s a great question. While I don’t manage networks or encryption protocols, my work directly impacts data integrity and audit compliance.
These are both core components of cybersecurity.
In large infrastructure projects, especially public ones, financial data and project reporting must be protected from internal inaccuracies, manipulation, or unintentional overbilling.
I view cost engineering as the gatekeeper of financial trust. We create systems that make it harder for false data to go unnoticed, which ultimately protects public funds.
A: While consulting at LAWA, the scale is truly massive the Midfield Satellite Concourse South (MSC South) project alone exceeds $400 million, and the overall capital improvement program spans several billion dollars.
Managing data integrity at that level means no room for error.
I oversee complex systems of contractor inputs, cost codes, and change orders. I’ve implemented robust verification processes, reconciliations, and real-time dashboards that flag anomalies before they grow into risks.
In one case, I identified a $97,463 discrepancy and led to a successful recovery through early audit intervention.
In another example, I identified a $9,997 discrepancy in contractor records while reviewing logs for a separate infrastructure project, which also let to a correction before funds were released.
This type of precision and early detection is crucial to protecting public funds and maintaining trust in infrastructure programs.
A: That’s an apt metaphor. Yes, in a way. I build cost control architectures that are hard to breach not by hackers, but by inaccuracy, negligence, or misaligned incentives.
Every decision I make is based on the principles of transparency, accountability, and traceability. That’s the foundation of trust in any secure system.

A: Immigrating from Azerbaijan and restarting my career in the U.S. taught me that trust must be earned, not assumed. I had to rebuild my credentials, earn certifications, and prove myself in a second language.
That experience gave me a deep respect for process integrity. Whether it’s in data or in life, shortcuts are dangerous. I now bring that discipline to every project I lead, especially those funded by the public.

A: Relocating to a new country without an established professional network was one of the biggest challenges.
Although I had studied and worked in English both during my education in London and my oil and gas career in Azerbaijan adapting to the U.S. technical and business environment still required adjustment.
I earned the CPCE certification and am currently preparing for the Certified Professional Estimator (CPE) exam by AACE.
Earning trust, proving results, and showing up consistently that’s how I built my reputation from the ground up.
A: I want to partner with public agencies across the U.S. and become the go-to name in cost engineering for high-stakes infrastructure.
I also plan to mentor young women, especially immigrants, in cost engineering and project controls. If I can help others find their voice and bring integrity into this field, that’s success to me.
